ASER Report 2023 claims many rural children between 14 and 18 years can't read at the 2nd-grade level. Why is that? What can be done to solve this issue?

The recently released ASER Report 2023 says 25% of rural children aged between 14 to 18 years cannot read texts of 2nd-grade level, even in their regional languages. You can read more about the news here
